Activating the role of civil society institutions in adult education in Egypt in light of the standards of the United States of America mechanisms

Research Abstract

Education is a fundamental human rights but also the rights that contribute to the growth and development of the individual and society, and the right of individuals to get an education without discrimination or differentiation, and became a continuing education and lifelong learning of the requirements of the times and a new developments, imposed by global and local variables on individuals and communities, and longer adult education from the basic demands of the states to both developing and developed to achieve economic and social development objectives. We have many international conferences for Adult Education acknowledged the right of education and linking of duty and responsibility, such as Nairobi 1976 Conference, and Paris in 1985, and Jomtien 1990, and Hamburg 1997, due attention in the field of adult education for many of the justifications is that scientific and technological tremendous progress in the world now requires the need for education and training all citizens alike as they are human workforce. Orientation is towards building or adopt standards for Adult Education in Egypt of priorities that seek state to achieve, because of its important role in providing a high-level suit the needs of the community and the circumstances of the times, and to achieve this, the state built a national standards for literacy and adult education, although these standards did not announce after it has not been applied, in addition to reduced many of the roles and efforts of civil society organizations in general and NGOs in particular in the field of education, poor balance and integration among them, and the lack of effectiveness in participating in decisions related to education-making, in addition to the limited participation in the educational effort, which confirms the need to visualize a proposal to activate the role of civil society institutions in the field of adult education in Egypt in the light of American standards, and in the light of the above study the problem can be formulated in the following question: How can activate the role of civil society institutions in the field of adult education in Egypt in light of the American standards? And branches of which the following sub-questions: 1. What concept of civil society and its components and the reasons for his appearance and characteristics and functions? 2. What is the reality the role of civil society institutions in adult education in Egypt? 3. What adult education standards of the United States of America? 4. What perception proposed to activate the role of civil society institutions in the field of adult education in Egypt in the light of the benefit of the American standards? Second: The objectives of the study: The present study aims to: 1. recognize the concept of civil society and its components and functions, characteristics and causes of his appearance and its obstacles. 2. Display of the reality of the role of civil society organizations in Egypt in the field of adult education. 3. Identify the models of American standards for adult education in the United States of America. 4. conceived proposal to activate the role of civil society institutions in the field of adult education in Egypt in the light of American standards. Third: The importance of the study: The importance of the study of the following: 1. The study is an attempt to provide some fundamentals that must be considered when providing adult education programs, particularly on the part of civil society institutions, even these efforts bear fruit in the low rates of illiteracy and awareness have community members in various fields required by the community and the labor market 2. Adult education is of the areas that occupies great importance for the institutions of civil society and suffers from many shortcomings and problems that need to be ways to address them and how to solve them 3. Try to adopt some American standards to provide adult education programs in the institutions of civil society. 4. Provide conceived proposal contributes to the activation of the role of civil society organizations in Egypt in the field of adult education. Fourth: The approach of the study: The study used descriptive analytical method, which relies on the collection of information, data and facts and then classified, to describe what is an object and its interpretation, and the promise of that interpretation, analysis and comparison, in addition to the disclosure of the role of civil society institutions in adult education.
